EUROPEAN BUSINESS REGISTER PHASE 2

Objectif

EBR II, built on the results of the EBR project - European Business Register (ENS programme 1992-94), will provide enhanced services by implementing advanced features such as new search facilities, better geographic coverage and user-friendly interfaces. The project will also integrate multimedia technology to provide telematic image transfer capability. Specific requirements already identified in the first EBR project will be introduced by EBR II prior to their validation and demonstration in 11 Member States. A prototype will demonstrate the multi media capabilities of the system in 4 Member States.

The EBR II project is built on the results of EBR - European Business Register - project (ENS Programme - 1992-1994) which has demonstrated the feasibility and the value of a Union-wide company search information system. It employs a pilot network to connect those responsible for the legal publication of company information in the administrations of four Member States (Italy, France, Denmark and UK).

The EBR project has already demonstrated that the feasibility, having addressed and solved the major problems of the application from the system point of view, in terms of networking, interoperability, portability, etc.

From the service point of view, there is a list of specific requirements (service features, content, functionalities, geographic coverage, search criteria, graphical and user-friendly user interfaces, accessibility) which need to be addressed, solved and presented : these requirements derive from what has already been done. User requirements analysis in the EBR and multi-media ENS projects have identified specific new requirements in terms of Image transfer and presentation. These result from on-going changes at national levels, in terms of legislation and use of multimedia technologies.

EBR II will deliver :

the enhanced EBR Service. This will develop and implement the set of service functionalities requested by the users in 11 Member States. This enhanced service will then implement all the different phases of Verification and Demonstration in all 11 Member States;

a prototype, between 4 Member States, supporting the telematics image transfer.

The presence of Administrations/Users (including some from countries not directly involved in the service implementation) in all phases of the project will ensure that the work is in line with the needs of the public administrations, companies and users, at European level.
