Cel Unrealised potential of best practice Geographical Information Systems (GIS) support for business processes across business domains:The geographic dimension in business interaction and cooperation between European public entities and private and public enterprises accounts for a significant volume of economic activity. The business processes involved are complex and cover relationships between suppliers, customers, authorities, agencies and citizens. Information technology in terms of Geographical Information Systems (GIS), Workflow Management Systems and Process Modelling/Enactment Systems are increasingly supporting these business processes, but the full potential of best practice implementation is rarely realised and documented.Significant impact on European competitiveness from Best Practice GIS Concept: The effectiveness of these business processes is recognised as having significant direct and indirect impact on the competitiveness of European business in both the public and private sector. Therefore, a general best practice GIS based concept will through replication in other GIS supportable business processes across business domains potentially have an enormous benefit.Purpose and specific results: The purpose of the business best practice pilot definition phase project is to establish a best practice concept for subsequent implementation and replication. The result of the definition phase project will be a GIS based process concept, a performance measurement approach, a cost/benefit assessment and increased experience for the participating users and methodology and tools suppliers.Holistic perspective and approach on core business processes: The project adopts a prerequisite holistic perspective (i.e. focusing on end-to-end core business processes and life-cycles across organisational and enterprise boundaries) and approach as regards both business processes, technology, IT-Architecture (c.f. the concept of the virtual enterprise) and human aspects. A comprehensive business process modelling and IT-Architecture approach and methodology will be used for the analysis of existing and innovative future processes of the involved parties by experienced analysts, process and information modellers, change agents, researchers and technology specialists.Broad potential for enabling business transformation and complementation of Telematics Programme activities: The types of user organisation in the project, i.e. regional and local public entities such as counties and municipalities, have the general potential for trendsetting and enabling best practice because of their central role in the business processes. Therefore, these user organisations are ideal as the starting point for the analyses of the geography dependent and GIS supportable business processes. Thus, the project supports the transformation of the totality of the GIS using business community. Furthermore, the project is complementary (but not overlapping) to activities in the Telematics Programme as regards public administrations. Core business have been identified in pre-study: The project will specifically focus on core processes already identified in a pre-study. Among these core processes regional and local planning, regional development, plant processing and environmental impact assessment (EIA), cf. Council Directive 85/337/EOF, are identified as especially suitable for reengineering.
