Cel To investigate the processes of issue formation in relation to environmental problems and the role played by environmental movements and other collective actors such as governmental agencies and private associations in this process.OBJECTIVES: To investigate the processes of issue formation in relation to environmental problems and the role played by environmental movements and other collective actors such as governmental agencies and private associations in this process. DESCRIPTION: The project focuses on the frames, discourses and strategies elaborated by the main actors dealing with the problem of waste management and specifically the construction and functioning of incinerating plants. It emphasizes risk perception about hazardous waste and the perceived notion that the individual's health and safety is threatened by certain kinds of industrial activities. These issues are investigated through a comparative analysis of twelve case studies in locations where incinerating plants are being built or in function in Spain and in the U.K. Data derived from the researchers' direct observation of the relevant settings and their surrounding population, and from in-depth interviews with the main collective actors involved in these processes. These actors are environmental movement organizations active at the local and national level; governmental agencies which implement policies in this field; politicians associated with the former mainly at the local level and private associations dealing with these issues. The project applies a social constructivist approach to social movements and is based upon the theoretical assumptions of sociology of knowledge, methods of participant observation, interviewing and discourse analysis.
