The potential of regional and municipal authorities in coping with the economic and social problems of system transformation

Objectif



The objectives of this project are: to promote the pursuit of co-operative research following an agreed research plan including a catalogue of key research questions; to produce research reports which shall be published as individual country reports and as joint comparative synthesis reports in both Russian and English; and to train and enhance the analytical skills of the co-operating scholars both in academic and applied research, thus contributing to building up specified research capacities in the NIS countries.

The main interest is in the institutional changes which the regional authorities at krai and oblast level and the municipal authorities in the NIS countries have been undergoing in the wake of the political and economic rupture since 1991. A broad concept of institution is taken as a basis which includes the organisation and personnel dimensions of the institutional transformation as well as the standard operational procedures, strategies and instruments through which the institutions operate.

A set of theoretically or empirically grounded hypotheses will be set up regarding the influence of independent variables on the direction and pace of institutional changes/process of institutionalisation observed. For an empirical analysis of the institutional changes the project will select several regions and will conduct the analysis at both the regional as well as the municipal level.
