Development of advice to the ec on the risk to health of the general public from the use of security and similar devices employing pulse electromagnetic fields

Objetivo


The primary objective is the production of an advisory document addressing the important issue of possible adverse effects on public health and exposure to pulsed electromagnetic fields (EMFs) associated with the use of electronic security and similar devices. The document will provide advice to the EC and Members States as an input to policy development. Sedecondary objectives will include : a review of the field exposure characteristics of the technology ; a general review of the scientific evidence of harm to human health from EMF exposure relevant to the operating frequencies of such devices; a review of the applicability and limitations of currently available exposure assessment techniques and recommendations for future health risk assessment and research needs.

Scientific approach

The task wil be undertaken by an international group of experts drawn from ICNIRP and its standing committees whose membership expertise covers all the relevant scientific disciplines including biology, physics and engineering. An important aspect of the approach used, will be liaison with and input from other experts including those participating in the WHO International EMF Project, the United States Food and Drug Administration and other European expert groups.
The work will commence with a review of the field exposure characteristics of such equipment currently in use, the collection of available details of the emission characteristics, the summarising of these data and the provision of an overview of existing and possible future technology. This will entail contacting and meeting with manufacturers, designers, suppliers and recognised industry groups concerned with the commercial exploitation of this technology.
The next phase of the work will include the organisation of small focused workshops comprising the experts during which, the scientific evidence on adverse effects on human health from EMF's will be discussed, reviewed and conclusions incorporated in a draft report. This and subsequent workshops will involve an intensive reiterative process of expert discussion and writing which will be best achieved over four consecutive days. It is envisaged that four such workshops will be required.
The culmination of the last workshop will be the completion of the final report for the European Commission.
