DIGITAL SIGNATURE INFRASTRUCTURE FOR ADMINISTRATIVE SIMPLIFICATION AND E-COMMERCE DEVELOPMENT

DIGISEC is the trial phase of a wider project aiming at a massive introduction of the digital signature to help administrative simplification & e-commerce development. Proposes have to provide to Chambers of Commerce/Business Register & their users (enterprises) a fully operational service of Certification Authority and distribute about 2 millions of digital certificates/smart cards.
Existing technologies, to set up and operate a CA and to support digital signature functions by means of smart card, have not yet been tested and proved in a real operative situation with a massive initial user base. The trial, involving about 100.000 subjects, will support the final choice between the "traditional" smart card and the new "Java card", very promising for the future but still lacking in concrete applications. OBJECTIVES
The DIGISEC project is aimed at performing in a real and advanced context of administrative modernisation and simplification a wide/significant trial on the technological and organisational activities the involved partners have to cope with, to be able to provide to Chambers of Commerce/Business Register and their respective users a fully operational service of Certification Authority. This trial phase is particularly needed because, even if the technologies relating to setting up and operating a CA and to support digital signature functions by means of smart card, are already existing and are almost consolidated from the technical point of view, they have not yet tested and proved in.

DESCRIPTION OF WORK
In order to meet the trial objectives the DIGISEC project will initially focus its activities on a pilot of up to l00.000 users with their respective smart card, distributed as pilot user base among the 103 Chambers of Commerce. This pilot will be initially tested and validated in the context of the electronic transactions between enterprises and Chambers with regard to the reporting administrative obligations of the enterprises towards the Official Business Register, in particular to those regarding the transmission of official documents like the Balance Sheet, in the occasion of the annual term for their presentation (July 2000). A few months after the project start the trial will start to analyse and, as far as possible, test and validate also other applications of digital signature more oriented to enable secure e-commerce applications and which do not directly involves enterprises reporting obligations towards the Chambers. Key technological targets of the DIGISEC trial project are as follows: Validation of the overall technology surrounding a Public Key Infrastructure (PKI), Assessment and validation of quality and security requirements, Assessment and validation of smart card and Java card technology and of interoperability issues, Analysis and development of extension possibilities of smart cards and digital certificates use, Assessment and test on standards and interoperability in digital signature technology, Assessment on validity recognition of a signed document and on cross-certification between CAs. Key business, organisational and cultural targets are as follows: Sensibilisation and training of a wide user base, Analysis of the organisational impacts of the new technology adoption in Chabers of Commerce, Promotion of new e-commerce services based on digital signature technologies, Dissemination of the digital signature trial results to a wide audience, Exploitation of trial results in other related business-related contexts.
