Objective The European Union currently has, in the Quantitative Ingredients (QUID) Directive, legislation that is unenforceable for technical and socio-economic reasons. The aim is to organize a Law-Enforcernent Practitioners' Laboratories Network to address the technical problems associated with the interpretation of test data in relation to enforcement of the QUID Directive leading to a harmonized approach for such enforcement across the European Union at point-of-sale. The Network will consist of a total of 25 participants, including a co-coordinator who will manage a major sub-contractor and up to 20 members representing European old law-enforcement practitioners' laboratories; plus consultants, FLEP and LACOTS, and European Commission personnel. Laboratories will participate in inter-comparisons by performing analytical/interpretative work, contribute to technical discussions and exploit the new approaches to emerge from the Network.
