Datalinking of Aircraft Derived Information 2

Obiettivo

DADI-2 "Datalink of Aircraft Derived Information 2" will support the implementation of datalink applications into ATM in the 2003-2005 time frame. This will focus on automatic downlink of airborne data. Potential improvements of En-route operations as well as approach phases of flight will be addressed. In parallel, architecture for future deployment of Air/Ground exchange related services will be studied, implemented and evaluated in operational ATC environment as well as commercial aircraft. The necessary level of safety will be one of the main drivers for proposition and investigation of solutions. Controller tools focussing of traffic fluidity improvement in the European ATM core area will be developed and evaluated through simulations. Finally, the project will elaborate an architecture for deployment of DAP services through European airspace and will offer an associated business case.

Objectives:
The main objective of the project is to pave the road for future deployment of ATM services in relation to downlink of airborne parameters ( DAP). The benefits of related services are numerous and will be quantified further in the context of En-route and Approach phases of flight. The datalink technologies allow today redundancy of the Air/Ground related functions. To define how they will interact and cooperate for the purpose of safety is amongst the objectives of DADI-2. Another aim is to establish a coherent open architecture were the various link will cooperate in a way transparent for the ATM application or Air traffic Controller. The ATM users of datalink techniques will be served with airborne data (result of combination of Air/Ground receptions) at a necessary level of reliability and integrity. Impact of DAP on ATC controller tools will be established. Associated improvements will be quantified. A last objective is preparation of the next step, i.e. deployment of ATM functions related to DAP applications. It will be achieved through technology implementation plan and business case.

Work description:
The first work package (2) will be to define and analyse (especially on safety aspects) a global Air/Ground communication architecture allowing implementation of DAP related services in the European airspace.
The second work package (3) is the development and evaluation of an open communication infrastructure managing message exchanges via different Air/Ground communication networks (ATN, Mode-S specific services, FANS, VDL-4, etc). An open Air/Ground Datalink server will allow optimisation of the various Air/Ground links for the numerous potential ATM applications, as well as harmonisation of interfaces between the communication media and the ATM final applications. The evaluation will be done in an operational environment using ODS Eurocontrol standard compliant controller working position.
The third work package (4) will focus on the study, assessment and evaluation of potential use of dual datalink techniques for the benefit of safety of Air/Ground communication architectures. This will mainly be done in relation with off-shore operation techniques including helicopters in the North Sea.
In the fourth work package (5) we will develop and evaluate new tools for the ATC-controller of the European core area based on data received directly from the airborne cockpit. Benefits will be evaluated.
In last work package (6), a business case will be establish. It will consider air and ground new installation costs for a possible deployment of DAP (Downlink of Airborne Parameters) service in the European airspace as well as associated benefits for ATM efficiency improvement in Europe.

Milestones:
Main identified milestones are:
- Assessment of a safe architecture for Downlinking of Airborne Parameters service
- Evaluation of the open architecture concept (accomodation and integration of complementary datalink techniques) in the first quarter of 2002
- Demonstration of dual datalink technique benefits in the first quarter of 2002
- ATC Controller tools enhanced with Downlinking of Airborne Parameters evaluation in the first quarter of 2002
- Business case about the DAP service in the first quarter of 2002
