Eu integration and the prospects for catch-up development in ceecs - the determinants of the productivity gap

Objetivo

The agenda of EU Enlargement is biased towards institutional integration and convergence.
Little effort in research has so far been invested to understand the effects of integration on the conditions of productivity growth in CEECs. The research project will assess determinants of the productivity gap between selected accession candidates (Estonia, Poland, the Czech and Slovak Republics, Hungary and Slovenia) and the EU. The method of analysis comprises field studies (questionnaires, structured interviews), quantitative empirical analysis and literature assessment. The project will construct and integrate new sets of data and indicators of comparative nature at the wider European level. The further closure of this gap is conditional to the catching up of accession candidates to EU levels of economic development. Our understanding of the conditions for a closure of this gap is scarce and lacks comparability. This project should significantly improve our understanding of productivity determinants by assessing specialisation patterns, conditions for indigenous technological change and technology transfer, and firm-specific determinants of the productivity gap. This will provide the basis for assessing current accession policies and for the development of policy alternatives for a more efficient and effective management of the accession and integration process.
