Agent based negotiation for inter- and intra-enterprise coordination employing a European Information Architecture for Public Administration

InfoCITIZEN project aims at - establishing a common Enterprise Architecture among the participating EU countries tested in representative public administration segments, and - deploying a distributed, Internet-based information system that supports the above for all actors involved (citizens, administrations, private sector), building on emerging technologies (e.g. mobile agents, middleware, xml) and solving incompatibilities and complexities that exist today. To achieve this, InfoCITIZEN employs concepts from the fields of public administration, enterprise architectures and systems integration, generic process and data modelling and metadata standards (e.g. xml) in order to classify and organize information regarding a citizen/business oriented process in all participating countries. At the technical level, the project describes, organizes and documents the relevant processes by considering amongst others: - relevant methodologies (IDA, NIST model, Zachman Framework); - corresponding tools (ARIS, Ptech FrameWork, System Architecture 2001, Structure, mySAP.com); and - metadata sets (e.g. IDA Architectural Guidelines in the TESS sectoral action domain, ARIS Reference Models, SAP Public Sector Solution Map) that have stemmed out of the Enterprise Architecture discipline.

DESCRIPTION OF WORK
We start in WP1 by providing the overall model of the project and secondly by monitoring subsequent designs concerning the compatibility of their APIs with respect to operational information systems in PAs. During the overall design phase industrial requirements and future trends will be regarded. In WP2 we cover the design, development and implementation of the basic "mechanisms" and infrastructural elements of the project comprising the InfoCitizen Enterprise Architecture (EA). The work follows the logic of WP1, first providing a version v1 and later providing a second version v2. WP3 running in parallel to WP2, covers the design, development and implementation of the service supply components. WP4 covers the design, development, implementation and testing of the basic InfoCitizen interoperability platform by means of utilising existing and emerging technologies such as middleware, mobile agent technologies, CORBA, XML, etc.). This approach serves as a common base for all the specific technologies to be developed in WP 5 for the InfoCitizen showcases in Germany, Greece Spain and Italy. It will provide all the services necessary to move around the InfoCitizen EA and to allow inter system communication. Therefore a strong co-operation with WP 2 and 3 is necessary. In WP5, specific system ""national"" showcases are to be realised in terms of software. The interoperability platforms are based on the results of WP 4 and take advantage of the new services that are offered by the developed within WP3 InfoCitizen service supply components. This WP is extremely critical as it will test in reality the feasibility of InfoCitizen concepts and technologies. WP 6 will integrate and test the developed components in real environments at the User partners' sites. This includes organisational as well as IT solutions. Based on the experiences, recommendations for the further development of the developed prototypes - as customised in the previous WP - will be issued. After the implementation there will be the evaluation of the test case results. WP7 guarantees a continuous evaluation of the projects' work by monitoring progress and results of the single parallel tasks. WP8 concerns the exploitation of the project results by the participants themselves in defined target market segments. The second major objective is the dissemination of all knowledge created within the project to representative European actors, who may in turn use it to develop and industrially exploit technology and know-how created within the project.
