Behavioural Responses to Intelligent Transport Systems

Objective

Given that nowadays traffic demand exceeds existing road (and public transport) capacity at particular times ITS (Intelligent Transportation Systems) become an increasingly important tool for increasing the road capacity and make optimal use of it. However, the effects of ITS cannot be understood from existing travel demand theory. It can be concluded that the evaluation of ITS measures requires theories and models that describe both ITS and behavioural responses in a dynamic way, as opposed to the traditional models which describe travel behaviour as an equilibrium situation under average travel conditions. In addition, modelling the interaction between ITS and behaviour requires that apart from discrete choice behaviour also learning and adaptation behaviour and activity scheduling need to be included in traffic forecasting models. A better understanding of these behavioural aspects is crucial to apply ITS measures such that the full benefit in terms of avoiding congestion and maintaining accessibility is gained.

In particular, if ITS is to be applied in a more strategic manner than today, a better understanding of behavioural responses is essential. Therefore, a Euro-workshop is proposed, with the aim of bringing together well-known researchers from various disciplines and creating a valid theoretical base for further research and development of forecasting tools. In addition, the workshop will be organised such that young researchers are able to learn from experts in the field and receive feedback on their own reserach work. The state of the art in describing and modelling responses to ITS, not only in the EU but also in the US and Japan, will be presented. The workshop will bring together leading scientists in the fields of ITS, travel demand modelling, microscopic traffic flow modelling, psychology, and geography. ITS measures to be addressed will include pre-trip and en-route traffic information, road pricing schemes, pay lanes, ramp metering and HOV-lanes. The workshop is organised as a single event that will take place in Eindhoven in November 2002.
