Management behaviour in Belarus organisations

This project will provide information concerning the ways in which Belarus managers make day-to-day decisions. The information to be collected will be part of an ongoing survey of the behaviour of managers in over 40 nations. It will therefore be possible to determine distinctive aspects of the behaviour of Belarus managers in relation to relevant other points of comparison. In particular, similar data are available from samples of managers from a number of other former socialist states, as well as from nations in Western Europe, North America and Pacific Asia. By focussing upon the types of specific everyday work problems that managers face, this type of survey can give more precise and more practically useful information than that provided by surveys of managers' values, or by the more global characterisations of leader style which have been used by many previous leadership researchers. Interviews conducted by the Belarus teams will provide additional information concerning the ways in which they define their work agendas. This will also aid in the interpretation of the survey results that are obtained.

The description of similarities and differences in the behaviour of managers in different national cultures is a necessary prelude to a deeper understanding of the problems that managers face, but it is not in itself sufficient to give assistance in facing some of the key types of challenge that are current in the former socialist states. This project therefore includes a second phase. In this phase, the focus will move to organisations in Belarus, which are either joint ventures between Belarus and a Western partner, or are a direct investment within Belarus by a Western partner. Partner organisations will be from the UK and from Sweden. A similar study was recently completed within joint ventures in China, and further studies of this type will most probably be conducted within Central and Eastern Europe, concurrently with the present project. Interviews and further surveys will be used to determine in what ways the day-to-day interactions of Belarus and Western managers are handled. Initial interviews will occur with relevant organisations in Belarus, Sweden and the UK. Predictions will then be derived from the earlier descriptive studies of both Western and Belarus managers as to the types of divergence of expectation that are likely to occur. The second survey will be designed to explore the degree to which these difficulties do arise, and which ways of handling them both parties find most effective. The final report will identify areas in which training interventions could be expected to aid organisational effectiveness.
