TRACTOR

Obiettivo

To assist the creation and consolidation of innovative start-ups by integrating and formalising new practices, supplying support services and providing training.

Description of the work:
Start-ups face several problems, even when they are successful in their commencement. Only a small number of innovating start-ups survive and grow after the first three to five years. There are also many troubles that hinder the rising of new companies from good innovative ideas of entrepreneurs, including lack of access to finance, lack of skills, obstacles to sales activities and administrative burdens.

The Tractor project, which is to be implemented in regions within Spain, Sweden, France and Slovenia aims to integrate and formalise the new practices resulting from the creation and development of new innovative enterprises across Europe. The principal objectives are to increase the existing start-up creation rate, thus reducing the gap between Europe and the United States. The success rate of start-ups by the end of the project is targeted at being between 40% and 60%, which would mean making considerable increases from the current rate, which is between 10% and 30%.

Principally, the scheme will function via 'action programmes' that will provide guiding materials, e-learning facilities and procedures and remote assisted support. The project co-ordinators will collect feedback from the regions involved and this will allow analysis of the action programmes and validation by using pre-defined impact indicators. The aim is for the validation process to lead to the formalisation of new best practices that can then be implemented throughout Europe.
The main target group of Tractor will be those start-ups of 3-5 years of age as they are in the highest risk category. Support will be offered in relation to the implementation of business excellence and technology, legal and financial consultancy, marketing and market research and leadership and knowledge management.
The new practices guidelines and procedures will be distributed by 'innovation nets' via PAXIS networks on the Internet.

Milestones and expected results:
- Recognised practices for the creation of new start-ups distributed among the consortium regions and integrated in to a model based on complementarity and subsidiarity;
- Tractor scheme implemented and validated in 4 European regions;
- Active start-up support mechanisms;
- New practices and collated results made available via the Internet.
