Functional borders sustainable security: integrating the balkans in the european union

Objetivo

The proposed study will focus on the changing nature of borders and security in the Balkans. It is assumed that the modern European concept of borders is dynamic and inclusionary, and has led to a sustainable security among the countries of Europe. Yet in the Balkans, a traditional approach of borders and nation states which lays emphasis on the territorial defense of borders and ethnic exclusion has prevailed. Our main hypothesis is that a policy that focuses on the narrow (concept of security and borders is no longer essential for state building in the region. In its place, the proposed study will adopt the notion of ' functional borders' aiming at the spread of civil society, the rule of law and regional cooperation across borders and among countries. The study will investigate this argument by examining four policy areas:
1. Civil Society and Social Capital
2. Informal Sector
3. Regional Cooperation
4. Migration.
