Managing social risks through transitional labour markets

Managing social risks needs early identification of potential social risks and institutional arrangements to provide assistance when needed. New forms of social risks are demographic trends of generational crowding in retirement or small cohorts of labour market entrants and returns. Individual factors, firm behaviour as well as market and social forces create specific risk constellations. Traditional institutional arrangements have to evolve with these new phenomena. Transitional labour markets have proposed individual, collective and state level reforms on major parts of labour market and social security spending. The network of research institutes shall bring together this evidence to propose a sustainable European social model on the basis of recent work on transitional labour markets and European social science research. The enlargement process of the European Union is taken for granted.
