Objective BICEPS will provide expert assessment of scientific and technical aspects of GMES activities, funded through the EESD GMES dedicated call. Specifically, it will:i) review outputs from thematic projects against their success in delivering policy-relevant information to target groups and other potential users;ii) assess how the availability, content and characteristics of data and how current scientific and technical capacity might constrain the ability to generate appraisal , including novel indicators of environmental quality and methods of assessing trends in environmental states;iv) synthesise an overview (across themes), report to the GMES Forum and participate in discussions of the issues raised;v) contribute conclusions from the above assessment into proposals to establish an operational European capacity for GMES.
