A Planning Tool for the Optimal Regional Integration of Renewable Energy Sources

Objective

Proper planning for RES integration, cannot be achieved unless it is implemented in a regional level. The implementation of regional planning methods permits the development of concrete, realistic and analytical regional RES action plans that are useful to: investors, local authorities, local energy agencies and national authorities. The complexity of these issues, makes the use of software tools necessary. Such tools have already been developed by CRES. The objective of this project is to define an analytic methodology to perform planning, design and evaluation of optimal RES integration schemes in a regional level and to develop action plans for one region in Greece, one in Italy, one in France, one in Spain and one in Portugal, taking into account all the influencing parameters, by using the tools that have already been developed.

Description:

In order to pursue the project objectives, the following approach will be used for each participating region. Collection of all the necessary data, for the evaluation of the existing potential for wind, small hydro, biomass and solar electricity production installations. This will include measurements, detailed GIS layers for each region, information regarding the existing electricity network and road infrastructure in the region. These detailed data are required as an input for the software tool that has been developed by CRES. Due to the fact that existing data in different regions might be in a different format, or existing measurements might not be detailed enough, a customization of the existing software tool would be necessary in order to be able to use the existing data as input.

Once all the necessary data are collected in the form and detail level required, the software tool will be used to perform alternative scenarios for the integration of RES in each region. These will include different levels of subsidies, different options for the development of the local electricity network, different approaches regarding the size of the installations or any other option that might be considered interesting by the partners. A viewer will be developed for the presentation of the calculated scenarios. The results obtained in this way will form the basis for the action plans for each region. Finally the action plans will be communicated to all major regional market actors and further publicised by electronic means (web sites, electronic newsletters, etc.), as well as through 'conventional' dissemination channels (seminars, brochures, publications, etc.) in the context of an organised, targeted relevant promotional campaign aimed at streamlining their implementation.
The proposed project may be expected to have the following direct outcomes:
- The mapping of the RES potential in the participating regions;
- The identification of their potential for RES applications and of the relevant existing barriers, vis-à-vis their socio-economic condition;
- The determination of an 'optimal' synthetic mix scenario for RES investments for each region;
- The formation of realistic regional action plans to remove local barriers and streamline their implementation;
- The production of a set of general guidelines to promote the integration of RES in regions in Southern Europe;
- The organisation of targeted relevant dissemination campaigns.
