Promotion of the European Experience of Renewable Energy Sources Development and Climate Change Commitments in the Candidate Countries: A High Level Approach

Objetivo

The RESPEED project intends to facilitate the exchange of knowledge and accumulated experience between the European Union, the new member states and the candidate countries in the enhancement of the use and development of Renewable Energy Sources and climate change commitments. The adoption of EU RES policies from the new member states and the candidate countries is a subject of imperative importance for the future joint cooperation with EU. The proposed action is accomplished through an extensive approach targeted to members of the Parliaments of these countries and of the EU member states.

The transfer of the European experience can help the countries initiating a plan to achieve the indicative objective of 12% for the contribution of RES to the EU’s gross inland energy consumption by 2010 and the 15% greenhouse gas emissions reduction target for industrialized countries by the year 2010 from the 1990 level, as referred to the Commission’s White Paper.

The specific objectives of the project are:
a. Promotion of EU's RES-related policies;
b. Contribution to the familiarisation of EU's RES-related policies from new member states and candidate countries;
c. Identification of initiatives for RES development in new member states and candidate countries;
d. Highlight success stories of RES enhancement.

Description: Within the framework of the above scope and objectives, the project includes 5 phases, as follows:
Phase 1: Assessment of the RES development prospects in the candidate countries.
Review the status of RES contribution in the energy system of the candidate countries. Adopted RES-related actions, tools and policies in the EU are checked for application in the concerned countries.
Phase 2: Technical Preparation of the 5th Inter-parliamentary Meeting.
Preparation of the “5th Inter-parliamentary Meeting on Renewable Energy Sources in EU: Focus on Candidate Countries & Climate Change Commitments”, including the promotion of the meeting and the programme preparation.
Phase 3: Organisation & Implementation of the 5th Inter-Parliamentary Meeting.
Organisation, logistics and implementation of the 5th Inter-parliamentary Meeting, attended by Members from the Parliaments of the EU member states and the Candidate Countries.
Phase 4: Information Days in the parliaments of New Member States and Candidate Countries.
Information days in the parliaments of new member states and candidate countries aim to disseminate the results of the previous phase, as well as to present and discuss actions for the development of RES.
Phase 5: Information Dissemination.
During this phase the e-support of the project is performed. Also press releases take place and information will be sent to press and other media representatives.
The main achievements of the project so far are:
- The Background Paper, which includes in a structured and comprehensive manner updated information regarding RES and Climate Change Commitments in the EU and in the New Member States & the Candidate Countries;
- The 5th Inter-Parliamentary Meeting. The event was successfully held on June 20-21, 2003 in Athens, under the Greek Presidency in the EU. It was highlighted by very high parliamentary participation from the target countries, ministerial and other high-level political addresses, wide press promotion and fruitful dialogue and results. The results of the Meeting were: the Athens Declaration and the Meeting Conclusions that reflect the success of the Meeting, the constructive debate carried out, and the commitments made by the Parliamentarians and widely by the Participants to work towards improving the situation and achieving significant results in the fields of RES development and Climate Change Commitments;
- The Information Days organised for the Parliaments of selected New Member States and Candidate Countries, namely Slovenia, Turkey, Poland and Cyprus. The fist Information Day has been held in Slovenia on November 5, 2003 with great success and fruitful results that respond to the specific objectives of the event. The remaining three events are scheduled for December 2003 and January 2004;
- The project has a web site at the address http://respeed.epu.ntua.gr operating since the early stages of the project and is updated regularly to include information on the latest project developments, the project actors (partners, sponsors, etc), the project results and the upcoming events.
