Platform for the Development of the Information Society in the European Islands and Isolated Regions

Objective

The project?s main aims are:-To make use of EU R&D effort to build-up a common domain where the regions will share resources, services and knowledge; a platform where regions will benefit from inter-regional networking and mutual learning and, through the exchange of good practise, enhance regional development capacity and competence.-To transfer to insular, isolated and less developed regions of Europe of the experiences, knowledge, methodology and information and communication technologies that result from European innovation over recent years, and facilitate their use in the programmes and actions funded with Structural Funds.-To implement a minimum set of advanced telematic services and tools, provinding for the first time an integrated platform, shared by regional governments, networks and associations, technological institutes, and industrial groups. OBJECTIVES
To facilitate the local actors (SMEs, Business Entities, Public Bodies, Citizens, etc) of the insular, isolated and lesser-developed regions of Europe on their way towards the Information Society. To enable the broader adoption and dissemination of ""state of the art"" technologies by the regions, developing pilot actions and demonstrations of tailor-made IS applications supporting the transition of local actors and societies to the digital economy. To exploit the results of R&D activities over recent years. To involve and motivate key regional players, capable of forming regional policy and leveraging additional funds (i.e structural funds) for a later full deployment. To create an e-community of the insular, isolated and lesser-developed regions of Europe (DIAS Platform) to network and exploit regional assets, to enable knowledge transfer, experience sharing, economies of scale and an homogenous and balanced development of the information.

DESCRIPTION OF WORK
The creation of DIAS Association will effectively bring together a number of regional authorities from different EU regions. Amongst other DIAS association will be responsible for the development of the synonymous platform. DIAS platform will allow regional authorities (members of the association) to use a physical tool to provide services to end users and moreover to the Association itself (project management, etc.).The Association will be responsible to analyse regions? special needs as far as the IS initiative concern. It will use RTD results mainly derived out of FP Programmes and design, implement and offer innovative services to its users. The services offered at first stage will be lustered in a number of areas such as e-commerce/ telework, distance learning/training, content dissemination. However, the Association will exploit (in a later stage ) a number of other services in the areas of health, employment, etc. taking into account special needs and existing technologies, thus merging technology pull (demand) and push (offer).The Association will also promote the development of four different DIAS Thematic Networks. These thematic networks will bring together local actors from different regions, and determine the services that best meet their needs. It is essential at this point for the Association to take into account special needs of different groups and accordingly design and provide services. DIAS association and the platform will provide a set of services to the different thematic networks (DIAS Thematic Networks Applications) defined later in this document. DIAS.net will support regional authorities in the efficient use of additional funding such as Structural funds.
