Research potential of the Black Sea countries

Objectif

The Black Sea Economic Cooperation (BSEC), despite its heterogeneous membership, especially regarding the status of its member states in relation to the European Union, has successfully built, over the past 11 years, a complex institutional structure and i s emerging as a significant actor of new European regionalism in an area of growing strategic importance. While the primary focus of BSEC has been to enhance regional trade and economic cooperation, the Organization has sought to diversify its activities i n new areas of interest and competence. Prominent among these areas is the considerable Research and Development potential that exists, albeit in varying degrees, in the BSEC member countries. Despite the difficulties most of the countries in the region ha ve faced over the last fifteen years, this potential has solid roots. Since the Black Sea is moving into a new era of stability and growth, and since some of the regional actors are currently involved in the EU's research activities through their associati on to the Framework Programme (Bulgaria, Romania and Turkey, including Greece as a EU Member State), it appears necessary to produce an in-depth evaluation of the research potential in the countries of the region in order to: - Evaluate the strengths and w eaknesses of the research potential in every country; -Investigate the legal and regulatory framework in each country with a view to promote the coordination of national policies at a regional level and with the EU; -Assess the current state of affairs in the field of innovation and explore more effective ways for the exploitation of research results; -Define the most promising fields of collaboration in research and innovation among the countries of the region and with the EU. It is envisaged that the resu lts of this project will constitute a valuable basis for the EU's future outreach RTD activities in the Black Sea region and for the next round of the EU Benchmarking exercises.'
