Optimal practices, development policies and predictive Models for regions in an ENlarged EU

The RIS/RITTS in the early 90s have successfully generated a crucial mass of knowledge and best-practices in how to deal with innovation at regional level. However, Innovative European Regions still suffer from the lack of effective and verifiable methodol ogy and tools for evaluating and bench-marking the impact of regional innovation policies. OMEN project is set to make a significant step forward, using the past experience of six different European regions for developing a methodological instrument that can, on the one hand, assess in a clear way the achievements reached through innovation strategies and policies and, on the other hand, feed back results and recommendations to the policy makers, highlighting the drawbacks that still hinder the developmen t of competitiveness through innovation. The OMEN project brings together seven partners (FILAS, IAT, IFA, ISW, MARR, TCAS, TALOS) from six different regions in six different EU Member States (Lazio in Italy, Andalusia in Spain, Saxony-Anhalt in Germany, Podkarpackie in Poland, Prague region in Czech Republic and Cyprus, which is both a region and a state). Key objectives in OMEN proposal are : understanding the constraints felt by the key actors involved in regional innovation processes, bringing the se problems to the attention of the regional authorities in charge of innovation strategy planning and of those responsible of the implementation, bringing together the policy makers and the key innovator groups to discuss about focused innovation themes of interest for both groups. translating the suggestions, the comments, the relevant issues into concrete modifications of the regional policy of innovation exchanging good practice concerning policy measures among the six regions participating in OMEN thus fostering trans regional cooperation and cross-fertilisation.
