Objectif A key question is: what is optimal icebreaking on the Baltic Sea motorway? Intermittently in the Baltic Sea due to insufficient icebreaker resource traffic restrictions have to be imposed when ice conditions become too difficult. Each of the coastal stat es Finland, Estonia, Latvia and Russia by oneself manages the icebreaker assistance for merchant vessels navigating to and from the port of each state. As to the optimal and reasonable sizing of the resource of the icebreakers it is wise to consider the need for icebreaking assistance in the Gulf of Finland as the entirety. VTT has developed together with Kvaerner Masa-Yards a strategic simulation tool for describing the need for icebreaking assistance. In this proposed project the tool will be modifi ed and applied to the entire area of the Gulf of Finland. By means of the tool the comparison data of the indicators will be obtained. The indicators describe the need for assistance, the level of service, emissions and accident risk in different ice win ters.This kind of comparison data has not been available before. In the end of the project a high level seminar will be arranged. A key mission of the seminar is to consider alternative potentialities of the co-operation on the basis of the comparison d ata being derived from the first phase of the project.
