Cel An European common area in research activities and policies has been developed with the aim of promoting a free movement of knowledge between Member States to increase cooperation, stimulate competition and achieve a better allocation of resources across the EU. National Contact Points, created at the European level, have contributed to the creation of this European Research Area thanks to trans-national networking and facilitation of research integration. This joint effort has an objective to increase the EU research influence and image on the rest of the world, hence acting as a unique ICT market against the world market.Nevertheless Europe growth and competitiveness depends in a significant way on its role outside the borders of the EU. In concrete, European ICT should not work in an isolated way, but should instead take advantage of contributions and feedbacks and open up to other countries of the World.China is a huge and strategic market for EU, presenting not only complex and challenging features, but also with high opportunities and potential for the European Research Area. Furthermore, the long distance between EU and China, and the complex diversity of cultures, behaviours and modes of doing business, increases the importance of the creation of a physical presence in this country, a National IST cHinese Contact Point Contact Point (NI HAO).NI HAO aims to promote EU ICT research activities and policies to the Chinese actors in the market, to allow both the EU and China to mutually benefit from each other in the present changing and transition period in China. Furthermore, it is a challenging project, as it should establish the basis for EU ICT research activities to go beyond its present situation, becoming an excellence in the global world. NI HAO has a main goal of setting up an IST National Contact Point in China.
