Identification, analysis, and monitoring of business clusters in Europe

Objetivo

Clusters are increasingly seen as a critical element in understanding the competitiveness and innovative capabilities of regional and national economies. The EU Commission, DG Enterprise and Industry, has decided to launch a range of projects related to clusters and innovation.

This proposal describes a project covering the development of a comprehensive set of data and analyses around clusters, innovation, and related policies at three levels:
- EU level: current policies, policy recommendations;
- National level: cluster composition and performance, policy bodies active today, policies in action;
- Regional level (NUTS 2 level): presence and performance of regional clusters

There are three main objectives for this project. First, to establish a Europe-wide database on regional clusters. Second, to analyse a number of business clusters identified and document national government agencies and policies related to clusters. Third, to develop policy recommendations for cluster-driven policies to improve innovation and competitiveness in Europe. The project is carried out by a group of highly experienced scholars and consultants. Local subcontractors are involved to ensure accuracy and superior access to local political and business leaders.

The Cluster Advisory Group will mobilize a representative range of researchers and practitioners in the field to complement the key project team's expertise and to distribute its findings. Coordination will also be ensured with the Cluster INNO-Nets, launched simultaneously by the Commission, in order to incorporate their inputs and help translate the research results into practical action recommendations. This project has the potential to develop a truly strategic tool for Europe for devising effective policies to increase competitiveness and innovation and achieve the ambitions outlined in the Lisbon Agenda.
