Cel Radical political changes in October 2000, the election of a new Government in the beginning of 2001, and regaining full membership in the main international organizations and institutions, all mean a new beginning for Serbia. Now is the time to prepare a long-term sustainable development strategy for Serbia which will enable dynamic economic growth from which the entire population can benefit.Due to Serbia's poor economic situation in general, and the previous isolation of the country, there has been no recent investments at the University of Novi Sad (UNS) to keep laboratories up-to-date, and our researchers had virtually no chance of participating in research and development work going on within EU RTD institutions.Under this proposal, the Laboratory for Environmental Protection, an already very promising research lab at the UNS focused on environmental protection, will be reinforced through the upgrade and renewal of analytical equipment, and through the training of staff, in particular young researchers, by academic exchange visits and workshops, with the aim of creating a Centre of Excellence for Environmental Chemistry and Risk Assessment (CECRA).The program planned through this project forms a coherent set of coordination, dissemination, and development actions directly aimed at improving our RTD capacities, increasing networking with EU research institutions, and filling the gap in experience in how to manage such complex and long-term research projects such as those required to risk assess, monitor and control the variety and level of pollution in the rivers and channels of Vojvodina (North Serbia).It is hoped that once CECRA is established as a modern and capable laboratory able to and participating significantly within the European Research Area, young scientists and researchers will be motivated to remain in Serbia during their scientific careers, thus combating the high levels of "brain drain" experienced by the country.
