South-Caucasian Republics: research and development of science, technology and innovation policy (SCRIPTS)

The overall aim of the SCRIPTS project is to research and develop the science, technology and innovation policy in Armenia (Am), Azerbaijan (Az) and Georgia (Ge) by applying the socio-economic research methodology and indicators from the European Commission's TrendChart on Innovation. The project will last 18 months and involve scientific research teams from Armenia, Azerbaijan, Britain, Estonia, Georgia and Romania.

In order to achieve SCRIPT's overall aim, four key scientific sub-goals have been identified:
i. Research the National Innovation Performance in Am, Az and Ge. The objective will be to measure the National Innovation Performance of Am, Az and Ge by researching 26 innovation indicators - from the European Innovation Scoreboard (EIS) - in these countries.
ii. Research the National Innovation Systems in Am, Az and Ge. The objective will be to map the National Innovation Systems in Am, Az and Ge by systematically investigating their innovation programmes and innovation policy measures according to the TrendChart research methodology.
iii. Research the National Innovation Performance and National Innovation Systems in Estonia, Romania and United Kingdom. The objective will be to methodically investigate how the National Innovation Performance and National Innovation Systems have developed over the past 5-10 years in Estonia, Romania and United Kingdom, and identify key lessons for Am, Az and Ge.
iv. Analyse the National Innovation Performance of Am, Az and Ge and recommend developments to their National Innovation Systems. The objective will be to compare the National Innovation Performance of Am, Az and Ge with other countries already covered by the European Innovation Scoreboard and TrendChart (in particular Estonia, Romania and Britain); identify key gaps in innovation performance; and recommend developments to their National Innovation Systems in order to bridge the gaps.

The motivation behind the SCRIPTS project comes from innovation being widely recognised as a vital cornerstone of societies with competitive economies and good living standards. A high level of R&D spending and a good innovation performance contribute to more and better jobs. With its research focus on science, technology and innovation policy, the SCRIPTS project aims to create economic and societal impacts on national and international levels. On national levels, the SCRIPTS project will identify key gaps in innovation performance in Am, Az and Ge and subsequently recommend improvements to their National Innovation Systems. This will be the first time that such activities have been systematically carried out in Am, Az and Ge. On international levels, SCRIPTS will contribute to bilateral relations between the EU and South-Caucasian Republics by supporting the implementation of several articles of the EU's Partnership and Cooperation Agreements (PCA) that entered into force in 1999.
