The work will start with an elaboration of a framework for institutional analysis, based on the institutional framework that has been used in the OECD study , towards sustainable fisheries".

The completed common framework will then be used to describe the division of responsibilities within the CFP and in the fisheries management of Denmark, France, Netherlands, Spain, the United Kingdom and Norway. Developments in these responsibilities structures will also be described.
