Final Report - MEACAP (Impact of Environmental Agreements of the CAP)

Project ID: 503604
Funded under: FP6-POLICIES

The European Union (EU) and individual Member States share legal responsibility for meeting the targets set out under a number of long-term international treaties on the environment, specifically the Kyoto Protocol and the Convention on Biodiversity (CBD). But it is less clear where precisely responsibility lies for the impacts of the new policies, directives and standards that must give effect to the commitments made. In addition, the environmental protection requirements must be integrated into all EU sectoral policies, including the Common Agricultural Policy (CAP). An assessment of the level of this integration process was needed and carried out by the project. The final project report takes the form of a strategy presenting the results of the MEACAP project over the three year period and draws on the deliverables of each work package to examine the obligations on the EU arising from the two multilateral agreements, the Kyoto Protocol and the CBD, and to consider their implications for the CAP.
