Venice City Council, in collaboration with Fondazione Eni Enrico Mattei (FEEM), is developing its local Agenda 21 action plan. The process will be carried out in three different phases:

- the identification of environmental emergencies and the formulation of LA21 activities;
- the formulation of thematic action plans by means of a participatory approach;
- the implementation of the formulated plans.

The second phase of the Local Agenda 21 process started at the beginning of 1999. It aims to promote social participation in order to formulate local action plans concerning the selected themes. During this phase, Venice City Council decided to adopt the EASW as the official participatory method within the framework of Local Agenda 21.

On the basis of its previous training experiences in Italy and Europe, Fondazione IDIS - Città della Scienza was asked to select and train the facilitators responsible for conducting the EASW initiatives to be carried out in the framework of the thematic priorities envisaged in the Agenda 21.

The training action/course was organised and managed by IDIS in collaboration with Fondazione ENI Enrico Mattei, in March 1999.
