In this initial report COST Project 220 has concentrated on text telephones for the deaf. The report reviews the present situation across Europe, highlighting the number and variety of systems and protocols currently in use and the problems which this wide incompatibility presents for text telephone communications on a European scale. Proposals are made which will begin to allow cross-frontier text telephone communications in the short term and lay the foundations for simplified interworking in the future. The trends in the development of text telephones are addressed and the report concludes with some general recommendations and a look into the future.
