The European Organization for Cooperation in the Fields of Science and Technology (COST) set up project 219 on future telecommunications and teleinformatics in the field of disability. One of the aims of the project was to establish what equipment and services were currently available in Europe. This report reviews the types of text telephones used by deaf people in Europe and the relay or link-up services that enable deaf people to communicate with hearing people through an intermediate service. The other main objective of this survey was to identify the problems which arise when each country implements its own system, to form the basis for work on a common European standard for text telephones in the future.
