Part of a coordinated research programme undertaken with ARBED and RWTH Aachen under the aegis of the European Coal and Steel Community, the investigations carried out at CRM in the fields of generations of plastic hinges and rotation capacity were focused on HEB 200 sections supplied by ARBED in five different steel grades (Fe360, Fe430, Fe510, FeE420 and FeE460) tested under three-point bending and as portal frames. Results presented in this report demonstrate that classification of sections according to the b/t concept, namely flange width to thickness ratio, cannot achieve a reliable appraisal of their rotation capacity. It is also highlighted that a specific requirement relating to the tensile to yield ratio so as to generate plastic hinges cannot be justified. Experiments and simulations demonstrate indeed that high-strength steels generate large rotation capacities, fully sufficient for plastic design, even at moderate tensile to yield ratios such as 1.09.
