From 1989 until 1992, in project 312 of the COST programme, eight countries (Belgium, Denmark, France, Greece, Ireland, the Netherlands, Switzerland and the United Kingdom), together with the European Community, created a consistent, harmonised framework for traffic flow observation, based on the Channel Tunnel, but which can also be applied in other case studies. The aim was to make data gathering more cost-effective, to conduct necessary evaluations of data gathering procedures and to identify gaps and shortcomings in existing statistical resources. The research was carried out in four stages: critically reviewing available data; taking stock of evaluations of data gathering; finding ways to improve harmonisation of data gathering; and proposing concrete solutions enabling effective and consistent ex-ante/ex-post monitoring of the evolution of traffic flows.
