The aim of this document is to provide intending purchasers of wind turbine generators with guidelines on the drafting of their techical specifications to potential suppliers. Particularly, this document refers to the supply of commercially available, horizontal-axis machines of a rated capacity between 200 kW and 1000 kW to be connected to electricity networks. Vertical-axis machines are not considered in this document. A number of commonly agreed requirements have been put together as a reference that wind turbine generator purchasers, whether they are utility companies or private investors, can use in preparing the technical specifications they will enclose in their calls for tenders to manufacturers. Part 1 is a reference book intended mainly for purchasers, and provides them with extensive information on the various technical aspects and relevant requirements they have to take into account when drawing up specifications to manufacturers. Part 2 gives a list of minimum requirements for preparing the technical specifications to be submitted to manufacturers together with the call for tenders. Part 3 includes a table (check list) containing a number of entries corresponding to technical characteristics or commercial items.
