This report is based on the presentations prepared for the 4th meeting of the Seismic Working Group (WG) of COST-C1 (European Research Project on Civil Engineering Structural Connections) held in Capri, Italy on October 5-6, 1995. The two first contributions are devoted to the recent Kobe earthquake. The main causes of building failure are outlined and the need for further research on assessment and retrofitting of structures designed according to old design codes is emphasized. The second group of papers deals with the effects of cladding sandwich panels on behaviour steel framed structures. Monotonic and cyclic behaviour of such assemblages are studied as well as the possibility of local instability of the sandwich panels. The third set of contributions concentrate on the seismic behaviour of connections, including column base plates, in steel and composite framed structures. Furthermore, the analytical studies on the seismic performance of steel structures with different connections are also described. This report of the Seismic Working Group includes part of the activities of the WG members since the last COST-C1 Workshop held in Prague in October 1994 until the end of 1995.
