This report is the proceedings of the COST action C3 Workshop held in Bruxelles on 18th and 19th June, 1996. The broad technical objectives for the Action relating to water and wastewater underground infrastructure are currently:

- Strategy for diagnosis:
. To review the current state of the art;
. To collate pertinent and quantifiable indicators relating to the functional performance of water distribution systems and wastewater collection systems;
. To identify needs and gaps in the area;

- Mechanics of degradation:
. To identify and review the processes of deterioration and associated factors;
. To review and assess methods for measuring structural and functional forms of deterioration;
. To assist the development of techniques and instruments to monitor the deterioration process.

The activities of COST C3 have been weighted towards formulating a perspective and set of priorities from an end-user viewpoint but recognizing the current technical state of the art. The framework of the workshop therefore recognizes four key areas:

- Problem definition - the managers viewpoint;
- Information/data management;
- Data acquisition;
- Making decisions.
