The main objective of COST Action C6, 'Town and infrastructure planning for safety and urban quality for pedestrians', was to promote better safety and urban quality for pedestrians, particularly (but not only) for citizens with special needs � children, the elderly and the handicapped � and to suggest planning and maintenance techniques aimed at improving urban quality. The Action was launched in May 1996 and was completed in June 2001.

The present volume is one of the two volumes of the final report of the Action. It contains the scientific work produced by the working group 'Policy-making and implementation', and consists of two parts:
- national experiences in policy-making and implementation;
- issues in policy-making.
