This paper surveys in a critical but constructive way the current state of the art in eGovernment in general and ePS (electronic public services) in particular, by examining the best and most recent empirical research in Europe and, where relevant, further afield. It will:

1) Collect recent empirical European data which:
- offers in-depth analysis of the impact of ICT on public services
- answers the question of where ICT could have value in public services and where it would not.

2) Examine the future requirements of ePS in an enlarged Europe.

The paper highlights and explains the main challenges, developments and issues and points to potentially fruitful strategies and ways forward, i.e. how European government can exploit the opportunities presented by information and communication technology (ICT) for the benefit of all.
