Terms of Reference for a Study of the Impact of the IST Programme, and of its Predecessor Programmes ESPRIT IV, ACTS, TAP

The purpose of this study is to analyse in detail the available information on the results of the Programmes, and to prepare an inventory of effects, including micro-, meso-, and macro-economic level impacts which have been or may be associated with the RTD interventions of the IST Programme. These may include results at the level of individuals, companies, larger industrial groupings, and economic sectors or the economy at large. The results of the study should serve three main purposes:
- The first is to provide data and a scientific report as input to the next Five Years Assessment Process of the IST Programme, which will cover the period 1999-2003
- The second is that the report will serve as information for the broader public and public institutions. To this end, the report should be edited as a publishable document.
- The developed methodology and the experiences gained with it should be well documented, so that it can serve as a starting point for the methodology of a broader and more systematic future impact assessment system.
- The data and the reports mentioned in the first two points should be structured in a way that the impacts of the different single programmes ACTS, Esprit and TAP are evident.
