This is the Final Report reviewing all activities that were undertaken by the European Low-wage Employment Research Network /R:(5 between its start in February 1996 and the expiration of the support from the TSER programme on 31 December 1998.
As the Report will show the Network can say that it has generally fulfilled the aspirations formulated at the start. Editing six books, in addition to the organisation of six conferences and seminars, the Network has been extremely productive and did much better with respect to network output in print than it promised at the start. An exception to the original aims is the hoped-for comprehensive analysis of the data becoming available from the new 1995/96 European Structure of Earnings Survey. At the start, at the Oxford Seminar in July 1996, where the Survey was extensively discussed, particularly the way the outcomes would be presented, the Network was rather optimistic on this. Unfortunately, the data itself became available too late and too incompletely to enable a proper treatment and analysis before the expiration of the TSER support to the Network. Hopefully, this can be done soon in a followup to the Network. An accurate and comprehensive benchmarking of the earnings distribution, with particular emphasis on the incidence and composition of low-wage employment and on the level of wage inequality, for all EU Member Countries is a pressing need to enable adequate research and policy making. By contrast, the Network has managed a successful analysis of certain aspects of the way social exclusion relates to low-wage employment. Especially the dynamic aspect, as comprised in the earnings mobility of the low-paid, received all the attention it deserves.
