Periodic Report Summary 1 - CO3 (Collaboration Concepts for Comodality)

Project Context and Objectives:

The EU-funded project ‘Collaboration Concepts for Co-modality’, or CO3 in short, is a project that aims to develop, professionalize and disseminate information on the business strategy of logistics collaboration in Europe. The goal of the project is to deliver a concrete contribution to increasing load factors, reducing empty movements and stimulate co-modality, through collaboration between industry partners, thereby reducing transport externalities such as greenhouse gas emissions and costs. The project coordinates studies and expert group exchanges and is building on existing methodologies to develop legal and operational frameworks for collaboration via freight flow bundling in Europe. Furthermore, the project consortium of knowledge institutes and industry partners are coming up with joint business models for logistics collaboration. The developed tools, technologies and business models are applied and validated in the market via pilot studies. Finally, the CO3 consortium promotes and facilitates matchmaking and knowledge-sharing through conferences and practical workshops to transfer knowledge and increase the market acceptance of collaboration.

Project Results:

The action plan of the project consists of six Work Packages (WP); while the WP1 is the project management and WP6 is the quality insurance, the WP2, WP3, WP4 and WP5 are content wise the core of the project and are in the focus of the work performed.

Potential Impact:


The WP1 covers necessary actions for the overall coordination of the CO3 project to ensure and achieve the successful outcome of all our planned tasks in concrete results. In particular coordinating the exchange of the personnel to reach integral approach of the application of horizontal collaboration.

WP2 “Strengthen the operational and legal framework”

One of the biggest market barrier in the logistic sector for the absence of horizontal collaboration was that there have been now clear rule and organisational set up of how to structure this cooperation. In concrete term, the Operational and Legal frameworks for collaboration are the innovative key to succeed in praxis with horizontal collaboration.

WP2 has developed Synergy calculation tools, Gain sharing tool, Legal framework under Dutch law and will develop in the second term of the project period web-based tooling and legal contracts under different EU jurisdictions.

WP3 “Identifying appropriate collaborative business models”

The logistic market is fragmented and each manufacturer (shippers) and logistic service providers (lsp) has its own business models and management. Hence to find the accurate model for different set ups is an important key factor for the future practical success of horizontal collaboration.

Main elements of the outcomes are: Transparency and trust, similar culture and business objectives are key for success. Internal politics and the attitude of the key people and finding the right partners are crucial. Operational synergy and gain sharing mechanisms are needed. In a collaborative business model the value proposition represents the key attributes that companies can potentially achieve through partnership such as lower cost, improved service and better vehicle asset utilisation, resulting in lower CO2 emissions

WP4 “Orchestrating, application and validation”

The WP4 team together act as neutral facilitator/trustee/orchestrator to identify, create, manage and expand the test projects. The first test cases demonstrated that horizontal collaboration can lead to simultaneous improvement of efficiency, effectiveness and sustainability in transport and logistics. (fewer and friendlier kilometres).

The foreseen tasks and deliverables are produced on time, the minimal objective of creating four test cases has been reached and will be evaluated further. In terms of time consumption, the start-up effort for the first cases was much more intensive then foreseen, mainly to inform and motivate shippers to share their freight flow data and create the right collaborations.

The role of the HLIB (High Level Industry Board) is key in this respect; it is a platform where we can discuss with the important industries in this field.

WP5 “Knowledge transfer and networking”

In this work package we organize the dissemination and awareness rising of the CO3 project to also achieve a mental shift in the industry. We targeted at 12 conferences to do presentations over the duration of the project, but we already reached to speak at 26 conferences in the first 18 months. This has created a great momentum for the idea of Horizontal Collaboration in logistics amongst the industry. Also the organization of 5workshops went successful, as the promotion conferences. We will organize in the second period of our project the seminars for specialists.

The website was launched well before the deadline of month 6. It is the platform where all the deliverables, newsletters, disseminating materials are shared.

WP6 “Scientific quality assurance”

The WP6 covers necessary actions for the scientific and quality assurance of the CO³ project to control the planned tasks and its outcome of deliverables. Each deliverable was sent to the Scientific Board for a quality check and we organized 4 meetings.
