Summary of the context and overall objectives of the project

Entreprise Europe Normandie-Picardie is below its objectives on the action due to:
- the setup of the operation: choice of diagnostic tool, training of people, communication with companies ...
- the restructuring of the members of the consortium, namely the merger of the CCIs of Haute and Basse-Normandie, the withdrawal of SEINARI, the creation of AD Normandie and the withdrawal of the CCI Picardie which merged with the CCI Nord Pas de Calais.
- the absence of beneficiaries of the SME instrument in the territory.
The consortium Entreprise Europe Normandie-Picardie was not involved in the pilot phase in 2014 and had therefore to set up the operation in 2015. So it had to :
- choose tools adapted to the needs of the consortium, corresponding to the criteria required by the Commission (conformity to CEN / TS 16555-1) and usable by the 5 consortium partners. To this end, the consortium has benchmarked the existing diagnostic tools and formed group order, in accordance with the public procurement rules. The coordinator then launched the procurement and selected the tool in consultation with the partners.
- organize training in innovation management, innovative project management and selected diagnostic tools.
The public procurement consultations could not be initiated before the response from the European Commission to the financing of the proposal. However, we received the reply indicating our positive assessment on March 13th. This necessarily led to delays in the implementation of the actions. However, the CCI MAP training took place at the beginning of June.
As a result, the consortium was optimally operational mid-June 2015 on the KAM and EIMC tools.
For the remaining year and a half, the action was promoted to companies.
But the restructuring of the structures members of the consortium and staff turnover in CCI Picardie and CCI Normandie had a heavy impact on the operation.

Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far

For the year 2016, 6 EIMC Diagnostics were carried out: 5 by the CCI Normandie and 1 by the CCI Picardie. Seinari, due to its restructuring, was not able to devote itself to this activity.
Only one company in the territory of the consortium was awarded a SME Instrument Phase 2 during the period. It was a transnational project and the coaching was made by an italian Enterprise Europe Network team.

Progress beyond the state of the art and expected potential impact (including the socio-economic impact and the wider societal implications of the project so far)

The impact is limited due to the low activity on this action. But all the pillars have been installed for the continuation of activities in the future: communication with companies, awareness of H2020, appropriation of the diagnostic tool, etc.
