Periodic Report Summary 2 - CORE (Consistently Optimised Resilient Secure Global Supply-Chains)

Project Context and Objectives:
CORE will consolidate, amplify, extend and demonstrate EU knowledge and capabilities and international co-operation for securing supply chains whilst maintaining or improving business performance, with specific reference to key Supply Chain Corridors.
CORE will be driven by the requirements of:
• The Customs, law enforcement authorities, and other agencies nationally and internationally to increase effectiveness of security & trade compliance, without increasing the transaction costs for business and to increase co-operative security risk management (supervision & control);
• The business communities, specifically shippers, forwarders, terminal operators, carriers and financial stakeholders to integrate compliance and trade facilitation concepts like green lanes and pre-clearance with supply chain visibility and optimisation.
CORE will consolidate solutions developed in Reference Projects in each supply chain sector (port, container, air, post). Implementation-driven R&D will be then undertaken designed to discover gaps and practical problems and to develop capabilities and solutions that could deliver sizable and sustainable progress in supply chain security across all EU Member States and on a global scale.

Project Results:
• Close to 100 key SCS documents (policies, regulations, standard and programs) have been reviewed and analysed. The document covered a comprehensive depiction on theory, practice and context of modern supply chain security and on all the themes that the CORE project and its demonstrations seek to address.
• A Demonstrator-based Stakeholder Requirements methodology and key requirements were specified.
• The initial CORE Innovation Agenda has been specified and reviewed.
• The commercial and policy justification and impact assessment has been completed.
• The SCS Control taxonomy and a Repository of SCS Control Integration Services have been completed.
• A list of threat and vulnerability analysis methods and associated configurable and interconnected “MTVA Suit of Services” has been implemented.
• A description of the Cyber Situation Awareness tool was prepared
• A Cyber Situation Awareness Architecture was designed
• A white paper on Cyber Range and Training Environment (CRATE) and how it supports the Cyber Situation Awareness was written
• A factsheet describing the Cyber Situation Awareness architecture and corresponding tools and services to support identification of the risks and ongoing attacks against Supply Chain component systems was written.
• An initial document for Situational Awareness maps and Global visibility tool to start the discussions with the demonstrators for requirements gathering was prepared.
• A Global Supply Chain Visibility tool providing visibility across all links and all movements Global
Supply Chain consisting of the following components:
1. Risk-annotated SC visibility vector map
2. SC progress query interactive tools
• An initial Public-Private Governance Model (PPGM) was developed.
• A report on standards for electronic data, messages and documents which are currently widely used by the demonstrators’ stakeholder groups
• A report on key standards to be supported by CORE including recommendations for use.
• A development methodology for SCSRF
• A classification and taxonomy for risks associated with different types of goods depending on the mode of transport.
• An initial version of SCSRF by rationalising data elements, message exchange schemas, and transformation activities required to support information exchange processes between different SCS stakeholders.
• An initial Connectivity Infrastructure.
• Solution Development tools were created to support development of applications and dashboards for the demonstrators.
• The technical components and solutions that underpin the CORE Ecosystem have been described. Central to this architecture is a shared knowledge structure called the CORE Knowledge Graph, sharing knowledge about the supply chains and enabling security, governance, monitoring and other purposes required by the CORE demonstrators in compliance with the SCS Reference Model.
• Felixstowe Demonstrator (T10.1 and T 10.2)
− Built seamless, secure, credible, managed integrated data and logistics pipelines.
− Incorporated interoperability standards that will eventually become the normal way of doing business.
− Finalised an end to end regulatory data model.
− Finalised message exchange schemas.
− Piloted the integration of data pipelines with port community systems and border agencies.
− We have sent XML data files from pipelines to Destin8 and the OG@B data repository.
− We have evaluated the Waypoints and their data schemas and the availability and transference of the required data from the pipelines to OG@B and Destin8.
• Security Demonstrator (T11.1)
− The Compliance tool and procedures are in place.
− The Booking and Tracking module are working well.
− The Customs Dashboard is working.
− All modules are integrated, connected and tested.
− The data alignment with the customs regarding the data sharing is clear and provides them with better options for their risk assessments
− We received positive feedback on the realised solution from both internal and external stakeholders.
− Our selected clients for the demonstrator see advantages to optimize the operations and save costs (e.g. waiting cost, planning costs).
− Together with our partners we defined the KPIs which give an indication of the performance of the Trusted Trade Lane and the cost benefits of the Trusted Trade Lane solutions.
• Colombia/Kenya Demonstrator (T11.2)
− Successful adoption of the Connectivity Infrastructure during Living Lab pilot shipments.
− Using the Connectivity Infrastructure in the living lab gave much insights on the usage in day-to-day business and the procedural implications.
• Kenya Demonstrator (T12.1)
− Connectivity infrastructure, Business and Customs Dashboards are in place
− Improved insight into future improvement scenarios related to Coordinated Border Management
• Drugs free import Demonstrator (T13.1)
− Clear rule of engagement for interoperability between CORE system components. Interfaces between the system components were agreed and validated.
− CORE solutions can function based on existing data being exchanged, in the format exchanged currently. In particular the Efico documents can be used AS IS, without any requirement on their side to process these documents before making them available to the Customs’ data pipeline.
− CORE solutions are expected to be easy to use and add real value to the SC actors without a major additional cost. Validations show that CORE solutions are expected to be easy to use and add real value to the SC actors - see section 4.4 above.
− Platform does not replace existing IT solutions but supports the cooperation between IT systems of different actors in the whole intermodal process. Both Efico and Belgian Customs will use the same data set to create benefits for both parties.
− Low integration requirements with the provided CORE solutions. In particular for Customs this will not require extensive integration with existing systems.
− System of alerts informing of deviations and current processes status. The Logistics Visibility platform deploys a flexible event management system.
− Easy access to data provided. The information is available through an easy-to-use web portal with a low entry barrier.
• Definition of ICT measures that can be used to support both logistics as well as security concerns on long-range rail transportation of sensitive goods. SWOT for individual solutions. Specific handling of technology challenges in the context of long-range transportation by rail for sensitive goods..
• FALACUS Demonstrator (WP14)
− Development of the implementation scenarios
− Mobilization of users to contribute in the design and validations of the end results
− Upgrading of existing systems to meet the requirements of the demonstrator
− Collaboration with the technical WPs for the use of systems in the demonstrator
− Contribution with business case experience to the other technical WPs
− Inclusion of security features - threats and risk indexes in ST2SP
− Inclusion of security – risk indexes as an additional criterion during corridor planning
− Achieved to establish the collaboration rules for the provision of logistics status data
− Monitoring of the supply chain progress
− Interrelation of threats and treat events with the applications developed
− Collaboration with Customs Authorities especially by establishing contacts with overseas
− Test bed for WP2, 3, 6, and 7.
• BSH Demonstrator (WP15)
− Achieved system development of BSH simplified transit declaration.
− Achieved system development of ETAs forecasts.
− Draft of dashboard for the Global Supply Chain Visibility Tool achieved.
• The solution to the “Intermodal transport of dangerous goods demonstrator” is named “Localisation and tracking solution for the intermodal transport of Dangerous Goods” and it is based on the use of the European Global Navigation Satellite Systems (E-GNSS), EGNOS (European Geostationary Navigation Overlay Service) and Galileo, for tracking & tracing (T&T) the intermodal transport (through road/rail tankers) of dangerous goods (DG).
• DHL Demonstrator (WP17.1)
− The Global Supply Chain Visibility Tool is easy to use
− The link between system as a way of integrate the external IT solutions
− Quick fix to detect risks
• DHL Demonstrator (WP17.2)
− Clear definition on how to develop a modelling and simulation tool.
− Modelling and simulation indicated that there is 85% probability chance that 1 set of ICECUBE would be sufficient to cover the entire trade lane.
• Website produced and regularly updated.
• An Information Observatory has been produced.
• A Dissemination plan has been produced.
• The Exploitation Manager in collaboration with the Exploitation Committee has drafted and will maintain an evolving Exploitation Strategy for the results of the CORE project.
• A summary of requirements, specifications and policy considerations has been provided for the Analysis and Testing of a Secure Hybrid Composite Container.
• Sensors to augment container capability for environmental data collection have been specified and acquired.

Potential Impact:
CORE will demonstrate how a powerful and innovative Consistently Optimised REsilient ecosystem implementation, integrating interoperability, security, resilience and real-time optimisation can produce cost effective, fast and robust solutions that will guarantee the efficient and secure transit of goods through the worldwide Global Supply Chain system.
CORE will show how protecting and securing the Global Supply Chain, and reducing its vulnerability to disruption (whether caused by natural disasters, terrorism or other forms of undesirable or illegal activity), can be done while guaranteeing the promotion of a timely and efficient flow of legitimate commerce through the EuropeanUnion (EU) and other nations around the world. CORE will demonstrate that this can be done while at the same time offering tangible benefits to involved stakeholders (transaction, transport, regulatory and financial operators), thus facilitating its adoption by commercial entities.
Using CORE’s real-time optimisation tools, security and tracking data will be integrated into supply chain operations whilst ensuring that process efficiency is improved and the environmental impact (including CO2 emissions) reduced. CORE will offer solutions that cover all levels of time granularity, ranging from strategic models to dynamic daily plans to real-time fast reacting scheduling and optimisation tools. These will guarantee that operators can create resilient contingency plans and be able to react in real-time to unexpected major events in a fast and cost-effective way, avoiding serious economic collapse.
CORE will address in an integrated and stakeholder-friendly way three main areas:
1. End-to-end Supply Chain Security fostering standardisation, harmonisation and mutual recognition;
2. Controlled global visibility of security risks and other supply chain threats and their impact on supply chain flows around the world;
3. Real-time Lean Agile Resilient Green Optimised supply chain solutions offering a highly innovative approach to designing supply chains resilient (in real-time) to major disturbances caused by high impact events
Furthermore the results of CORE will help the EU (and other countries) introduce changes to Customs policy which strike a balance between public and business interests, within reasonable regulatory constraints. The vision of changing Customs reporting procedures “from push to pull” using secure data pipelines for the whole value and transport chain has already started in a number of previous EU-funded projects. CORE will demonstrate this approach in a broader dimension addressing security and supply chain optimisation. CORE will generate a security and SC resilience ecosystem which will operate in an international context and support the implementation of the various EU security and information management policies and directives, with evolving international regulations and standards, including collaborations models with the US and other nations all over the world. CORE’s Supply Chain Security Reference Model (SCSRF) will be flexible and powerful enough to establish the basis for standardisation of secure transport & logistics as part of an integrated framework of trusted worldwide networks. In summary, the CORE Ecosystem will offer a distributed adaptive open sociotechnical system, with properties of self-organisation, scalability and sustainability, inspired by natural ecosystems, including data, knowledge, best practices and services that can be plugged in to existing IT systems with minimum effort yielding maximum benefits in terms of enhanced security, resilience and efficiency.
