TELELANG: fast public access to human and machine-based translation resources

TELELANG provides fast public access to both human and machine-based translation resources as well as supporting services such as terminology data banks. TELELANG will implement an electronic marketplace, bringing together buyers and suppliers of translation services on a pan-European basis. The TELELANG service is aimed primarily at the ad hoc buyer of translation services, whose primary need is for rapid and cost-effective translation on an occasional basis, or whose level of translation demand is not so great as to have established links with external translation companies. Such buyers will be presented with an intelligent electronic directory of translation vendors, both human and machine based, on an open competitive basis. Vendors of services in turn will be offered low-cost access to a world-wide translation market.. Access to sophisticated translation resources is on a pay-as-you go basis. TELELANG has extensively investigated the technical and business problems involved in establishing a fully commercial Internet based service. A complete system design addressing inter alia the issues of text transfer, data security, WWW/database integration and associated legal and commercial issues has been defined, as well as a model for integrating human and machine based solutions, and a business plan for the establishment of a commercially viable service.
