DOMESTIC INTERACTIVE TELEMATIC EDUCATION AND LEARNING

Exploitable results

From the start of the DOMITEL project in January 1996, DOMITEL's aim has been to develop and to demonstrate a supporting telematic learning environment for home learners, running on CATV networks. Based on the local CATV network infrastructure available for each of the partners, six prototypes were developed and tested for different target groups. The underlying assumption was that learning applications developed to run on a CATV platform would provide a unique opportunity to demonstrate that CATV networks in Europe could be used to reach and teach large groups of adult learners who currently have limited access to traditional educational resources and illustrate that the different solutions and learning approaches used by the partners could provide a flexible building block approach for interactive learning services in the future. The demonstrator developed uses two-way cable television (CATV) as the basic infrastructure in conjunction with other technologies and infrastructures offering a range of interactivity from one-way video with interactive teletext through fully two-way video allowing for multimedia applications and videophony. The main results of the project are: a) The realisation on the application sites of home distance learning via interactive CATV that will be continued and extended after the project's duration, and that can be disseminated to other places. b) A 'blue-print', in the form of a specifications manual, for planning and implementing home learning via interactive CATV. In an extension running from January 1999 till 31st of March 2000, 6 additional pilots were conducted to fine-tune the blueprint and work towards exploitation: 2 in Amsterdam, 3 in Braga, 1 in Birmingham and 1 in Saint Michielsgestel. DOMITEL has deliberately chosen to address a wide range of adult learners such as: returners to learning and to the labour market, immigrants, cultural minorities, hearing impaired and professionals to test the potential of CATV networks in advent of fully b-directional cable networks throughout Europe. CATV is a familiar, easy-to-use and low-cost medium with a wide coverage in Europe. It allows high quality video to be delivered, that is superior to other multimedia platforms and can easily be combined with other technologies and infrastructures. DOMITEL wishes to demonstrate that the use of interactive CATV is one answer to the needs for flexible distance education and training in particular (but not only) for people who have restricted access to educational resources.
