Periodic Report Summary 2 - CASMARE (Coordination action to maintain and further develop a sustainable maritime research in Europe)

Project context and objectives:

Under the coordination action ACMARE, the European technology platform (ETP) WATERBORNE has completed its initial goal to establish itself as the European voice on maritime research and thus as a key adviser to and a strategic partner of the Commission for the generation of consensus views relating to maritime research policies including the (revised) Lisbon Agenda, the European Research Area (ERA) and the maritime policy.

Within three years, the CA ACMARE has developed and published the WATERBORNE research strategy in three key documents:

- common long and medium term vision (Vision 2020);
- WATERBORNE strategic research agenda (WSRA), outlining the key Research, development and innovation (RDI) priorities which must be delivered in order to meet the targets of the Vision 2020; and
- WATERBORNE implementation route map 2007 (WIRM 2007), presenting the necessary steps for implementing the priorities identified in the WSRA with a clear description of the challenges ahead, linking the RDI building blocks to achieve the medium and long term vision objectives.

The objectives the Coordination Action to maintain and further develop a sustainable maritime research in Europe (hereafter, referred to as CASMARE) are following on from the achievements of ACMARE during the planned duration of the project (2009-2011). CASMARE is implementing and updating the WATERBORNE Research Strategy, contained in the three research strategy documents: 'Vision 2020', 'WSRA' and 'WIRM'.

The new documents WSRA and WIPM have been published and presented during the second research and innovation maritime policy conference in June 2011. Furthermore in preparation of the 'Vision 2025' a document 'WATERBORNE DECLARATION' has been issued sketching the main streams on which the sector is committed for the future.

Project results:

The WATERBORNE TP mechanism has been kept running and functioning fitting the scope for which the WATERBORNE TP has been created: align and coordinating the research efforts at European level in the Maritime sector.

CASMARE has put in place a number of actions and tools to support this mechanism. In particular during the first 18 months of the project, the main achievements in figures have been:

- N. 3 Association Meetings in ECMAR, COREDES and EMEC to brainstorm on the WSRA updates and needed reprioritisation.
- N. 1 Workshop for the WSRA update.
- N. 1 High-level policy event in close collaboration with the ports and dredgers associations.
- N. 3 Brokerage event to support the community in setting up project proposals.
- N. 3 WATERBORNE general assemblies.
- N. 2 European maritime days participation.
- N. 5 organised presence of WATERBORNE TP across Congress and meeting in Europe.
- N. 14 Support group of WATERBORNE TP meetings organised with the support of CASMARE.
- N. 3 Strategic group meetings (Board) organised.
- N. 1 Second European maritime research policy conference.
- N. 1 Renewed WATERBORNE / CASMARE website.
- N. 3 WATERBORNE newsletters.
- N. 10 CASMARE steering committee meetings.
- N. 17 deliverables released.

Amongst the deliverable released:

- reviewed WSRA;
– updated WIRM;
- report on possible WATERBORNE cooperation year 3;
- maritime research policy conference n. 3.

Potential impact:

Amongst the deliverables of CASMARE there are the updates of the three WATERBORNE strategic documents: VISIONS2025 WSRA, WIRM.

The WSRA and the WIRM have been released in their final format including the foreseen brochures.

Together with the above mentioned strategic documents the basis for the reviewed WATERBORNE scope and strategy (Vision 2025) have been established (cfr. Report on possible WATERBORNE cooperation year 3).

The major challenges facing the waterborne sector through to 2020 and beyond are both societal and economic.

- Societal challenges:

- developing a low carbon, low emission economy;
- adapting to climate change;
- harvesting natural resources;
- assuring safe and secure supply of goods and services.

Economic challenges:

- improving competitiveness;
- improving innovation and technology transfer;
- increasing the level of education and skills;
addressing new and developing routes and markets.

This work will support the delivery of the 'Europe 2020' objectives and beyond and to address those challenges the maritime industries see their action line along three main streams:

1. Sustainable waterborne transport

- assuring security of supply;
increasing the energy efficiency of ships and vessels;
- minimising the environmental impact of ships and vessels;
- building safer ships and vessels;
- increasing competitiveness;
- recruiting and retaining a skilled workforce;
- developing advanced waterborne infrastructure including e-maritime solutions.

2. Support for the harvesting of offshore resources

- renewable energies: wind, wave and tidal energy;
- fossil fuels and raw materials;
- fisheries and aquaculture.

3. Minimising impact on the oceans

- developing a better understanding the oceans;
- improving products and services for marine monitoring;
- increasing direct collaboration with the marine sciences.
