The EU has looked into creating a cooperation platform and developing other initiatives in order to build bridges in science and technology with Russia and the Ukraine.
Science and technology beyond borders
The EU has always strived to enhance cooperation with its neighbours on many levels, especially with respect to science and technology (S&T). The EU-funded project 'Scenarios for a co-ordinated approach to sustainable S/T co-operation with the Eastern Neighbours of the EU' (SCOPE-EAST) sought to strengthen collaboration on this front among the EU states, Russia and Eastern Europe. It strived to bring together cooperation strategies of different countries with that of the EU, especially with respect to Russia and the Ukraine.

In more particular terms, it aimed to identify common research areas, foster sustainable communication channels and establish a coordination platform of stakeholders across the different regions. SCOPE-EAST also sought to develop recommendations for stakeholders and policymakers that would help strengthen S&T cooperation.

The project began by thoroughly mapping strategic S&T research areas through interviews with ministries and key organisations in selected EU countries, Russia and the Ukraine. It analysed research potential of the non-EU countries, looking at their cooperation with EU initiatives and participation in the EU's Sixth Framework Programme (FP6). This brought to light the trends and needs in S&T cooperation.

SCOPE-EAST then established a sustainable communication and coordination platform comprising representatives of key organisations across all the regions involved. It also proposed future joint activities under the FP7. This initiative involved organising conferences and workshops in different fields, including biotechnology, infectious diseases, nanotechnology and biofuels.

Finally, the project published a strategy paper on Scenarios for a coordinated approach to sustainable cooperation with the Eastern neighbours of the EU and disseminated its results through different mechanisms. Undoubtedly, the new-found cooperation in several fields has benefited all sides, creating valuable knowledge, encouraging competitiveness and strengthening the European Neighbourhood Policy.
