A decision of the European Parliament and Council ensures the implementation of the SAVE programme to encourage the rational use of energy resources. The objectives of the SAVE programme are: - to stimulate energy efficiency measures in all sectors; - encourage investments in energy conservation by private and public consumers and by industry; - create the conditions for improving the energy intensity of final consumption. The following measures will be financed under the SAVE programme: - studies and other related actions designed to improve energy efficiency and assess the effects of Community measures for improving energy efficiency, and studies concerning the effects of energy pricing on energy efficiency; - targeted sectoral pilot actions aimed at accelerating investment in energy efficiency and/or improving energy use; - measures proposed by the Commission and other bodies for fostering exchanges of experience within the Community; - monitoring of energy efficiency progress in the Community; - specific actions to improve energy management at regional and urban level that achieve greater cohesion between Member States and regions in the field of energy efficiency. A Community contribution of 66 million euro has been made available for the SAVE programme, and the Commission will be responsible for its financial execution and implementation. The decision will take effect on 19 April 2000, 20 days after publication on the Official Journal of the European Communities.
