Objectif PRACTEAST has been conceived as a wide range pre-standardization project in the field of linguistic engineering and terminological research. Its scope covers a great number of communication and linguistic problems which are not only related to the needs of the integration process that is enabling East European countries to use West European standards in important fields such as technology, economics, law, terminology, etc., but also to the internal requirements of these countries, many of which (for example, the Baltic States) are finally trying to restore the historic patrimony of their languages, after years of linguistic dependence. PRACTEAST, therefore, is connected to the frenetic linguistic research which is currently being undertaken in these countries. In the first stage, within the two year time scale, the Coordinating Contractor together with other Contractors will place at the disposal of its 12 partners from 11 Eastern European, Baltic and CIS countries the ensuing standards adopted in EU countries in the field of computerized multilingual terminology as well as the necessary and complete series of tools that enable the efficient and coherent processing and control of all the stages involved in dictionary compilation, ranging from the collection of terms and dissemination to publishing and quality control. After a General Consortium Meeting in Luxembourg, where all participants will receive an intensive introductory training of lingware engineering offered by the Coordinating Contractor together with the EC terminologists, all partners will receive the necessary technical means in order to create substantial databases in 4 strategic domains: Economics and Management, Biotechnology, Environment and Telecommunications, each collection containing the 2,000 most common terms in the field with English terms and definitions and French, German and Spanish equivalent terms. The computer results obtained, in other words, a system enabling simultaneous work in 15 languages, automatic data indication, the guarantee of information compatibility and dissemination, will facilitate pre-standardization in this field. The final four months of the project will be devoted to assembling the 15-language database and to the compilation of conventional dictionaries, in accordance with the needs expressed by each of the partners. By way of example, if the University of Vilnius wishes to publish dictionaries in English, Lithuanian, Latvian, Estonian and Russian, and also wishes to obtain the French and Hungarian versions, it would be able to obtain the information in all these languages and could proceed to publishing the corresponding dictionaries. This completed 15-language database will be submitted to the Commission. Data in all the languages will revert to the Commission, each partner retaining the rights to exploit results in their own language.
