Knowledge support for legal enquiry

Obiettivo

ADD-WIJZER demonstrated technology support for citizen and business access to legal information e-content via intermediaries. A consortium of government agencies, e-content suppliers with established relationships to government, law experts, system developers and researchers mounted a demonstration of access to legal information where both maps and traditional search methods were used as user interfaces for law enquiries concerning planning and environmental issues.

This demonstration was mounted in two Member States where legal information was included as e-content. The Dutch platform shows how to use an enhanced GIS system to interrogate local and regional legal information addressing planning. The UK platform is an extension of a forerunner service and includes national and European information addressing environmental and planning laws.

The demonstrators were evaluated by focus groups including para-legal advisors from a range of support organisations who are candidates in the first service market. The evaluation results allowed for fine-tuning of the demonstrators and contributed to planning of further exploitation whereby arrangements were defined for the supply of legal e-content as an ongoing value-added service.

A study was launched to investigate the readiness for adoption in other Member States as part of the future business model, addressing necessary agreements, technical approach and content. Add-Wijzer has demonstrated how public sector information on law can be included in value-added services in all Member States.
